Fowler, whose last win came in 2013, was one of only four players to finish under par for the week with winner Paul Wesselingh, local hero Ian Woosnam and Spain’s Miguel Angel Martin the others.
Fowler finished hot in the final round of the tournament with four birdies in his final six holes but England’s Wesselingh held firm in the face of the onslaught to take out the win.
Mike Harwood was next best of the Australians at T26 followed by Tim Elliott (42nd), Terry Price (T46) and Noel Ratcliffe (71).
The European Senior Tour now begins a run of tournaments after a lengthy break, teeing up this week in Jersey.
