The modified scoring system rewards birdies with two points and eagles with five while bogeys lose a point and pars make no difference either way.
Fox amassed 13 birdies against six bogeys over the four days with stroke scores of 67-71-67-72.
Ryan McCarthy was next best on 19 points with 18 birdies on his card but offset by 11 bogeys and two costly doubles.
Terry Pilkadaris was 58th alone on 16 points while Ben Eccles and Daniel Gaunt, the last two Australians in the field, missed the cut.
